If a bitch is sold on to a third party and they were not made aware in writing of the endorsement, can it be lifted? The breeder has moved abroad and cannot be contacted.

I'd suggest, and I may be missing the point here, that if the endorsement wasn't lifted by the breeder, if a new owner tries to register a litter from her, it won't be??

The endorsements will still stand. The need to inform the new owner and have it in writing only applies when it's the person who endorsed the dog sell it, after that it stands and becomes a matter between the parties involved.

So unless they can get in contact with that person to lift them they are out of luck.
Did the seller know they wanted to breed from.the dog?

As far as I know, the owner who bought from the breeder was not aware of endorsements, although has signed the contract with endorsements listed! (So I know that stands)

It was regulation b12. B. 4. That is a bit confusing...

Have they tried contacting the breeder who put them on?

B12:4 basically means if the seller is not the person who put the endorsement on then none of the clauses in section 12 apply for them to stand. So they don't need to inform the buyer about the endorsement and don't need the buyer to sign anything. The buyer has to get in contact with the person who endorsed the dog to ask them to lift them but that person is within their rights to say no.
