What age can a puppy come in from France

15 weeks and 1 day minimum; rabies vaccination at 12 weeks then a 21 day wait before entry into the UK.

If the vaccine is licensed from 3 months then its 3 months plus 21 days, so it is important to know.

To be sure I'd always wait for 3 calendar months to have the Rabies shot and then you have to wait 21 days.

Import rules and regs. apart, I'd not want to buy in a puppy at under 4 months in any case.   Or travel them much as that's based on my particular breed(s).    My two puppy imports (UK to Canada) came to us at 5 months and 7 months.   Plenty young enough.   But it would depend on why you want that import - I bought for their bloodlines and if they matured as hoped and could be shown, that was a bonus - they did!!

ps   I'd also not want to give a rabies vac. until 4 months of age.

I think for most people importing it's a bit much (and expensive) to ask the breeder to keep hold of the puppy longer than strictly necessary (some may not be able or willing to do so, both for practical reasons and getting to attached).

I have kept pups to around 15 weeks that were being exported and found it very hard letting them go, and also helped a friend import a pup who due to the previous Pets rules could not come over until 10 months. 

His breeder found it very hard to let him go even though she had the litter sister.  It also made it very expensive having to pay 8 m9onths boarding.

Also of course the new owner and breeder may have differing ideas/routines for socialisation and training.

With my won breed the younger the better with traveling, pups under 3 months just sleep and nothing worries them.

The thing is, for a puppy in my breed, breeders selling a puppy with 'show potential' would firstly tend to run on those with early promise before choosing the best to keep themselves, and then if they have more than one that has this potential, would prefer to offer that for another show home all at a later age.   Bloodlines apart.   And fact is much as I accept what you say about travelling young puppies, again my breed does better if flown, especially, when slightly older.   In other words 'boarding costs' wouldn't come into it.   With the two I bought in at 5 and 7 months (not at the same time), their breeders wouldn't have chosen them before those ages, to send overseas to a fellow-breeder.   In my breed!!
