
I think for most people importing it's a bit much (and expensive) to ask the breeder to keep hold of the puppy longer than strictly necessary (some may not be able or willing to do so, both for practical reasons and getting to attached).
I have kept pups to around 15 weeks that were being exported and found it very hard letting them go, and also helped a friend import a pup who due to the previous Pets rules could not come over until 10 months.
His breeder found it very hard to let him go even though she had the litter sister. It also made it very expensive having to pay 8 m9onths boarding.
Also of course the new owner and breeder may have differing ideas/routines for socialisation and training.
With my won breed the younger the better with traveling, pups under 3 months just sleep and nothing worries them.
