You can't beat the laws of unintended consequences can you.
Add a few more hoops and rules and the decent breeders will comply or stop.
Back in the real world of dodgy breeders who don't give a toss, happy days the legit supply has just gone down and we can sell more / charge more.
New microchip law ? what microchip law.

Although that will also effect good hobby breeders too

Yes, nail on the head so to speak......it's just another fundraising ploy by the RSPCA to try get the decline in giving to charities (of any kind) by a general much more savvy public than the public used to be to charities.
The RSPCA and the more specific dog charities are experts in running the charities & paying extraordinary salaries to the top end of its employees, it's the ultimate satire to think of them as a bunch of benign well meaning sentimental gentle folk, sitting around all day thinking of good things to come for dogs is more likened to the thought patterns of the insane.
Best thought of as a bunch of intelligent, well organized con merchants making sure No 1 comes first & to hell with anything else.

who knows, but the puppy sellers lience is one of their current campains. along with the lience they want a database of puppy sellers payed for by lience fees. Although I beleave DEFRA is looking into them at the moment due to their proscutions.
HP
DEFRA maybe looking into it but DEFRA will not, IMO, even bother looking into licensing >>of individual, ordinary breeders<<, what DEFRA would look into >if they think it's neccesary< is selling pups from commercial premises or some kind of third party selling set up, BUT, I think I remember DEFRA doing something along those lines in the Animal Welfare Act 2007 it was just covering shops & premises which could be defined in law as commercial premises etc....DEFRA will not bother looking at laws relating to individual folks breeding dogs, what they might (or might not) look at is what number of breeding dogs can an individual own & breed from before they come under 'commercial breeder'.
JS
would them running a lience like this not be an issue with their charity status? which they would not want to lose.
HP
Awww, the charity laws are one of the most complicated parts of the British legal system, even more so & especially when it comes to 'trusts', the RSPCA won't loose it's charity status, they know the legal routes, that is what their profession is, 'charity specialists'....the animal thing (all animals) is just a by product of running a charity, same with all charities.
