As a show dog I know they are heaver then the working labs.

Deciding on a good weight is often a matter of instinct on the part of the owner. Individual dogs vary in build, much like human beings. You should be able to feel ribs and spine when you place your hands firmly into the coat but you shouldn't be able to see ribs or spine sticking out. Look down on the dogs back from above. It should flare out at the ribs and go in at the waist. So if you can feel the ribs but not see them, he's probably ok.

hip score done at 25 out of 50

Is that on the left side only, or the combined score? Each side can be scored from 0 to 53, then you combine the two hips to get the total score, so best is 0 and worst is 106. If the combined score is 25 it's not too bad, if the other hip is however not included in that it's a different matter.

His right hip is 3 and left 25 a big difference but I was told to keep his weight down.
He is castrated as he can not be breed from through this
He is my first lab but I love him to bits and only want to what right for him he had xray and he got a tinny bit of arthritis in the lower spin bit that doesn't hurt  him at all

That's not a lot of food, is that what you feed to maintain his weight now or what you fed to reduce his weight. If he's correct to look and feel weight wise I would consider bulking up his food with veg, low in calories and will help fill him up.
Also worth looking into giving him green lipped mussel for his arthritis.
Also look to get him seen by a mctimoney chiropractor, if they feel that there is something of concern they will advise and can help the vets if need be. Hydro is very good as well.

I get him weight done every week and he is all was the same about 35.5 to 35.6 he get veg in the morning with home cook meat that I do some with ricertain in and some wtlith just veg in as soon I give him more food he goes up to 36kl to 37kl

Do you think he needs to loose weight? Show labs as you say are naturally stockier so his bone weight will come into play here. Does he have a waist?

I have been to by my vet as he had bad hip to get him to 35.00kl so I will do anything to get him healthier and out of pain

What Im trying to say is he the right weight for him, what are the vets basing the weight they would like him? If they went by a chart on average weights for my breed my girls would be showing as obese, they aren't. They have a waist and I can easily feel their ribs. If you look down on him can you see his waist and can you easily feel his ribs? They shouldn't be obvious to visibly see though.
Being underweight is just as bad as being overweight for a dog. What are you actually feeding him and how many meals a day? If you cut back slightly on the protein and bulk up with veg at least he will be getting more food without it compromising his weight.
I know he has a  higher than average hip score for the breed but is he actually in pain at the moment?
Green lipped mussel does work and helps with pain.
Swimming is also great as its bot impactive on the joints.
What exercise does he get each day? Do you throw balls for him?

Can you get a photo of him and post it here, normally through photobucket works for a link and we can then see. If you can see his ribs or his spine easily then he is underweight

I've read through this post several times but I can't see what his age is.  How old is he and should this matter?  Also, where did you get him from?  Do you have any history?

That is a big difference between hips. It's always been my understanding that when there is such a big difference the higher side may well have been caused by some injury in the past -has he ever done anything to that leg, as a pup for instance?

Oh they can be tricky, but they'll wander off soon, lets hope you don't get a jehovahs witness in there, you'll never get rid of them!

I think Hydrotherapy would be my route to help him.
