I'm not looking for a dog as I already have two and they are going to be the last two.  Regardless of that I'm always reading dogs for sale.  There now seems a new trend selling dogs for example £700 without papers £750 with papers.  I'm ignorant as to what papers are being referred to and why do they cost £50?   What difference do these papers make?

They mean Kennel Club registration. It costs £14 to register a puppy from an assured breeder and £16 from other breeders. So not £50 its a scam. Lots of pups cannot be registered with the Kennel Club on the breed register though in effect a cross breed pup could be registered on the activity register. The breed register assures the new owner that the puppy is purebred and has its ancestors all recorded and gives the owner the chance to look up history and health of the pups  relatives.
Some breeders (All should, many do not ) put endorsements on a pups registration to prevent a litter from that dog being registered unless the breeder agrees and lifts the endorsement thereby safeguarding their bloodlines and making sure a puppy buyer is prepared to breed responsibly. This can be abused and I have seem breeders asking large sums of money to lift endorsements. They are after nothing but money ! they do not care about the future of the breed but only the weight of their pockets.
Some people do not register puppies because of this endorsement, the breeder of their dog did not want the puppy bred from and the owners disregarded this and bred anyway so pups cannot be registered.
Non registered dogs cannot have their puppies registered as they themselves are not.
Puppies for sale through adverts that say this have a 99% chance of being bred by people who breed purely for monetary gain and have no intention of breeding to promote and improve the stock they produce.

As above its kc registration. Some will put a huge price diffrence to discourage people from wanting them registered often because the breeder either can't register them or doesn't want to register them but will if they can make a bunch of extra money out of someone.

Not something any responsible breeder would do.

I don't think this is a 'new trend' to be honest.   But as reputable breeders do register their litters, usually with endorsements, personally I'd not buy into anybody advertising puppies like that - two prices, one for registered and another for non-registered.   As said the papers are the registration paperwork from the official Kennel Club of the country of birth.   Strictly speaking the paperwork doesn't really matter to the pet owner (many times my pet buyers don't even bother to transfer the ownership with the KC) but it is a sign of a reputable breeder if they do register their litters.   Endorsements matter, but in the case of not for breeding, it only means any offspring can't be registered with the KC - not that it stops the unscrupulous from mating their pet bitches.   Sadly (and getting £700 'without papers' ).

this is really intresting i was contaced by friend last night she is breder too
she has heard of 3yr bitch free to good home the bitch has not got papers
i would love to give bitch a good home but would like to find out her breding but if she not paperd how do.i.go.about finding her breder and breding
if i get her she will just be pet

That's the problem you wouldn't be able to to. The bitch May not even be registered or even pure breed at all.

She could also be stolen, and registered pups could just as easily be from stolen parents.
