192.com - you can do a search and anyone who is on the electoral register you can find at the address for free normally as well as anyone else that lives with them.

If the details aren't available free through electoral register records you can buy a property report on the address from 192 for about £15 (which I think is expensive) and the report tells you who lives there, and who owns it (if different) their phone number, the price their house last sold at and when, the Ofsted reports of nearby schools, the properties energy certificates etc etc

It all depends why you want to know and how near it is to where you live.

It is possible to find out the residents of a particular address by
performing a "reverse lookup". The following sites will allow you to
perform such a search.
