They can't be fertilised for 48 hours and will stay viable for up to another 48 hours.
The fertilised eggs then float until about 21 days when they implant, and placentas develop, all together, and further development continues.
So puppies can't be much more or less mature than littermates, due to how long the eggs remain viable (at most 48 hours) and differences in growth are down to placement and placental competence.
