Red and White Setters are not a recognized breed within the American Kennel Club. You can, however, obtain information from the Irish Red and White Setter Association based in the United States which maintains a registry and holds events, presumably as a prelude to obtaining entry as a 'Miscellaneous Breed' within the American Kennel Club guidelines.
