
Get a behaviourist in, one that deals in positive reinforcement and NOT 'dominance' or pack theory. Sorry, but this is a situation that needs eyes present to see exactly what's going on; it may be that he is playing - I see quite a few dogs at about this age who bark and growl and bite and it's all play, but seriously OTT from a total lack of self control. That can be worked on but you need someone knowledgeable to tell you exactly what is going on to start with - whether it is that, or if it is genuine aggression and why.
Some things I will ask though: what are you feeding him on? What's his daily routine? How much mental stimulation does he get - training, interactive toys (treat balls, kongs)? How much play and what sort of play (chasing balls, tuggy etc)? All of these things can have a direct effect on his behaviour.
