a dog and bitch pup enter a show. Both get awarded best puppy in sex. One puppy gets a reserve CC but not the other. Is the puppy with the Res CC automatically best puppy? even though the puppy without the res CC hasnt been beaten by any dogs of the opposite sex
Or can the puppy without the res CC still be awarded best puppy in breed?

Nope.  I was in this position a few years ago my bitch pup was best pup in her sex and she beat the male pup who had won the RCC in males.

Thanks you. And if best puppy is awarded and then removed and given to the other puppy can anything be done? Or is it just hard luck?

Once awarded by the judge, it shouldn't have been 'removed'.
An award can be 'taken off' is the dog is disqualified. For instance the CC winner disqualified the RCC then promoted...this would be if an objection or the KC investigates.

The judge was the  one who removed the award and gave it to the other puppy once  they remembered about this rule which actually doesnt seem to exist. It has been a learning experience for all concerned.
