Is everyone aware that all 'keepers', ie us, of dogs have to register them with the local council next + each year after that the the dog is with the original keeper?

Law:
1 Registration scheme

(1) The Secretary of State shall by regulations create a scheme to require all
keepers of dogs to pay an annual fee to, and register their dog with, the local
authority responsible for the area in which they normally reside.

(2) A registration made in relation to this Act shall remain in force for a period of
one year after which the keeper of the dog must renew the registration unless
the dog has left their possession.

(3) Regulations made under subsection (1) shall make provision about the
circumstances under which a registration might be suspended.

(4) Local authorities shall hold a register of dogs registered with them.

(5) A register under subsection (4) shall include the information required under
subsection (5), paragraphs (a), (e), (f), (g), (h), (i) and (k) of The Microchipping
of Dogs (England) Regulations 2014.

(6) Regulations under subsection (1) shall provide that failure to pay the fee or to
register shall incur a fixed penalty notice issued by an authorised person.

(7) Regulations under subsection (1) shall include provision to make such
exemptions as the Secretary of State considers necessary including, but not
limited to, exemptions for rehoming centres.

I wasn't aware! Is that for every council? How will it be enforced?  Return of dog wardens?

In other words we are going back to the dog license with added security. :wink: Good!

You know this will help an awful lot with things like dog theft and puppy farming (maybe dog fighting) it will only take one phone call from a concerned citizen and by the power of the computer, dog wardens/councils will be able to see exactly how many dogs should be on a premises and their coinciding microchip numbers, on entering such premises they will immediately find dogs not registered and get them home or know there are broken regulations and breeding going on from bitches/dogs not registered there.

I just hope that the fee will be a minimal one, less than £15 a year, as we don't want pensioners or people on low incomes/people with many dogs being penalized here, but in the long run, it can help with a lot of dog related issues from irresponsible owners to the more serious problems.  **thumbs up!**

Seems like you have jumped the gun Hethspaw, Looking online this is a bill and only reached the first reading stage  So NOT LAW  and according to the governments Bill page for it.

''The 2014-15 session of Parliament has prorogued and this Bill will make no further progress.''

They may carry it on after May 7 when parliament business starts back up again. But so far it's onky gone threw the first step, it needs a second reading then a consultation then go threw all the other steps after.

Personally I hope if doesn't pass, as the old lience only the responsible complied and it didn't work so I can't see it being different now especially when they can't enforce things currently. I can also see alot of dogs being dumped if it happened. Then you have the cost of the lience, if only the good are doing it you will have alot of owners not complying so the lience cost would have to cover this. We could end up with only the welloff being able to own a dog, or people having to get rid of all bit one dog if they can't afford to lience them all.
I know with the dangerous wild animal lience different councils charge different amounts, some being reasonable amounts and other redicusly high amounts to put people off of applying. I can see some councils doing this with a dog lience.

Looking around the parliaments page the notes from when it was brought up in Nov 26th 2014 it was ment to have its second reading on Jan 9th 2015, but there is not mention it has had its second reading.

Allthough they say the old lience costed 3.5mil to collect and only brought in 1mil, and that had the lience cost raised with inflation it would have costed £10 back in 1986, so I Dred to think what it would cost now.

I think it might be the bits & pieces  of a private members bill, they never get through.

How true!  In the days of the dog license I renewed annually for all 4 dogs that I owned.  My then mother in law just thought I was an idiot.  She only owned one dog but had never bought a license in her life.

I now have 22 dogs who are all well cared for and all well behaved.  They are my everything.  I don't have family and don't get any visitors.  I live on a low pension, so if I needed licenses now I would have to get rid of my dogs.  In which case life would not be worth living.  Seems that only responsible folk would be penalised.

One of the uses of the dog licence (we still have it here) is to keep track of how many dogs there are. I wish they would do something similar for cats the numbers are getting out of control and then the owners complain when my dog chases them out of his own garden :mad:
