The upshot of the debate was that councils were to be reminded that any person breeding dogs purely for sale, regardless of numbers of litters, should require a licence and local authorities were going to be informed as such. Indeed -and local councils vary. The majority seems to have the DEFRA rule "More than 4 litters within a 12 month period" as the rule for needing a license. A few, such as the council I come under, state "Anyone who keeps more than 2 bitches for the purpose of breeding puppies to sell." That wording worried me as I most certainly have more than two bitches, but when I contacted my council they said that I am classed as a hobby breeder because I don't breed with the
purpose to SELL, I breed with the purpose to keep a pup for myself to show and just have to sell the surplus, and I can easily prove that my main interest is showing as I keep copies of all show entries. So I have it in writing from them that I do not require a license. Of course, I'd NEVER even consider breeding as many as 4 or 5 litters in a year anyway!!
