I recently went to look at a litter of Norfolk Terriers advertised for sale in Suffolk. Within minutes of arriving at the farm (in the middle of nowhere) I realised it was a puppy farm; well over 80 dogs of all breeds/shapes and sizes. The owner was very good at her sales patter, and hurriedly told me she owned mum and dad, as well as aunties/sisters etc from previous litters. She openly told me that she breeds her pedigree bitches to other breeds "in between" their registered litters because the KC only limit her to 4 litters otherwise... She tried to sell this as a responsible breeding program. I have since found their Facebook page and it is quite obvious from that how much money they are making on these poor dogs, with no real thought going into bloodlines or breeding. I have checked with the council and they do hold a breeding licence. The KC refuse to do anything even though you can see from adverts etc that she is over-breeding the bitches. Is there anything to be done about such places?? Her adverts are very professional and certainly do not scream puppy farm. Needless to say I made my excuses and left very quickly.

Unfortunately they are not breaking the law unless they are breeding more than 6 litters from each bitch and have less than a year between litters. 

They are supposed to keep records so contacting the council with your information about the number of litters from any bitch.  Of course the council will only be able to check against records the breeder keeps or KC records.

if she is breeding the girls with less than a years break between litters you can report her for breaking her licence conditions.

Inland Revenue might be interested. I used to have a telephone number but I cannot find it right now

Like Louise it was the Inland Revenue that sprang to mind.  Sounds like they're making money hand over fist.  It would be appropriate to let the tax people know.

If they are licensed then the Inland Revenue are likely aware.

The only real way to get them is to prove they are breaking the law (breeding more often than every 12 months and more than six litters from a bitch).

Sadly puppy farming is not illegal as long as you have the Local authorities seal of approval.  It's considered a legitimate business.  As long as the Powers that be get their cut (Licence fees and tax).

Such a shame that nothing can be done. I guess the only way to stop it is make people awear of who and where not to buy from!

Sadly people don't care or only see the cute puppy, I know someone who went to see a litter and the breeders keep there terriers in small rabbit hutches. That person brought 2 puppies to 'save them'.
Then u have the people buying puppies from petshops, people hear licences breeder and think that means the breeder is good.
