I am due to send a puppy to my friend in January in Spain but I see the petpassport rules are changing on the 29th Dec.
The puppy will be flying unaccompanied from Manchester and I am not selling the puppy he is going in partnership with my friend. Reading the new rules Im not sure he can travel on  a 'pet' passport?

The only changes seem to be about commercial movement

Hi Barbara,
I'm probably reading it wrong..
it talks about owners accompanying their pets within 5 days of travel?? confused .com

5. Requirements for pets entering the UK/EU by air
If you are entering the UK (or another EU country) by air on a flight that began outside the EU it
may not be possible for you to physically accompany your pet, for example because it is
necessary for your pet to be carried in the hold of the aircraft or you are unable to travel on the
same flight.
In such cases you will need to sign a declaration confirming that you do not intend to sell or
transfer ownership of your pet. You must travel within 5 days of your pet's movement.

* If you are bringing a dog, cat or ferret into the UK in order to sell it or pass it to a new
owner (e.g. for rehoming) , you cannot travel under the pet travel scheme. Instead you
must comply with the rules of the Balai Directive. Further information is available:
www.defra.gov.uk/animal-trade/imports-non-eu/iins/live-animals/iins-other-animalsbalai/iin-bllv-5/
* Stringent penalties

But your not bringing it in to sell but have bought it yourself.

You may have to pay import duty/VAT (which is what part of the Heathrow charges are) the part about accompanied is for people bringing their own existing dogs back to UK but unable to be on same flights.

You're not exporting the dog from outside the EU so what you quoted does not apply.
