Looks like it's probably a typo as there aren't any non-CC classes at Crufts for breeds normally given CCs.

No you misunderstand. For 2014, if you had a CC breed that do not have tickets at all shows, getting either BP or BOB at a championship show WITHOUT tickets would also qualify for Crufts, in addition to the normal placings at shows with tickets available. This is what a press release about it said in 2013:
Exhibitors and show societies are reminded that there is an additional qualification available for breed classes at Crufts 2014 where Challenge Certificates are offered.

The additional qualification, which was introduced two years ago, specifies that those dogs which win Best of Breed and Best Puppy in Breed at General and Group Championship shows in non CC classes for breeds normally allocated CCs will qualify.

This is on the proviso that there are more than three breed classes scheduled for the breed and that the show falls between 7 January 2013 and 20 January 2014. For Stud Book Band E breeds, there is a requirement that more than five classes are scheduled.

In the schedule it says
ADDITIONAL ENTRY INTO BREED CLASSES AT CRUFTS 2015 WHERE CHALLENGE CERTIFICATES ARE NOT OFFERED.
For General and Group Championship Shows scheduled between 20th January 2014 and 19th January 2015, Best of Breed and Best Puppy in Breed in non-CC classes for breeds normally allocated Challenge Certificates qualify for Crufts (provided there are more than three breed classes or more than five classes for Stud Book Band E breeds).

But on the Crufts page (http://www.crufts.org.uk/qualification-crufts) it says
