Unless sit's linked t a spinal issue like haemivertebrae that you can get in breeds with screwtails like Bulldogs, occasionally this, kinked tail etc, just happens.
I know a white GSD born with an extreme tail anomaly, only a stump of tail that was bent over down over her bottom.
At about 18 months she had it amputated as it was getting painful to sit on, but she had no spinal anomalies.
My breed and many other curly tailed breeds are born with straight tails, which curl later, so these breeds do not have the spinal issue that screwtails do.
I certainly see no reason this pup cannot be homed as a pet, on which such a cosmetic fault will have no bearing, and no reason for you to keep him, as surely you planned to keep a breeding/show quality pup to carry on your line with?
