Can't help with the foster mum, but that's a bit extreme isn't it? Can't they bottle feed it's what any decent breeder would do if there is no other dam available......... :-(

Phew! Yes pts seems pretty harsh when surely someone could have bottle fed. Glad they've found help!

There is a facebook group for orphaned puppies, if they post on there they should get help, someone may have a bitch who has recently lost a litter.
