at a forth coming champ show , our breed does not have cc,s on offer and only 4 classes each 4+dogs 4+bitches none my dog can go in (well he could go in open )but being 19months old i wouldnt put him in as he is nowhere ready for that
so can i put him in good citizen STAKES CLASS WITHOUT ENTERING MY BREED CLASSES?

You have breed classes scheduled, so you have to enter that. Otherwise you would be disqualified from any place you achieved in the good citizen stakes class.
