how long since the last pup? if a long time you may wish to see the vet as she may need help, but they can take a while to come out

Vet definitely.  You have no way of knowing if a malpresentation is blocking the birth canal, or if she has secondary inertia. 

Vet as soon as you can I think.

Don't risk your bitch, err on the side of caution every time.

She may be having a break between horns, I give 2hrs, some nutridrops and calciboost whilst I am waiting to ensure she has the energy to continue.
