I have to strongly disagree with your dogs breeders attitude. A dog with perfect eyesight isn't any good if it's crippled with bad hips.
All dog can develop Hip Dysplasia, including working lines (A friend has a severely dysplastic field trial bred Springer, who has had to have both his hips replaced before the age of five).

Cocker Spaniels:

This shows the breed in quite a good state re hips, but with a range right up to 99 no room to be complacent.
My own breed has the same Mean as yours and the range has been 0 - 61, yet as breeders we consider it important to hip score all breeding stock, and this is part of the breed clubs code of ethics. As is eye testing and DNA testing for prcd-PRA.
I beleive that cockers are supposed to be DNA tested for prcd-PRA and also FN, as well as having clinical eye tests.

The Cocker Spaniel is generally a healthy breed with no major problems.
However there are some inherited conditions that do affect the breed. The most significant conditions are PRA (Progressive Retinal Atrophy), and FN (Familial Nethropathy or shrunken kidney) which are both recessive (meaning both parents must carry the faulty gene to produce affected progeny). Some Hip Dysplasia is also seen in the breed. Hip Dysplasia is more complex and it is likely that several different genes are involved. It is also likely that environmental factors (exercise, growth rate, nutrition) play a contributory role in the development of the disease.
Kennel Club health schemes, as listed below, have been set up to help breeders try to eradicate some of these problems..............
