Do you have the heating on in the house? If so make sure you have a bowl of water in each room to moisten the air. That should help.
Maybe giving him some evening primrose oil capsules or cod liver oil capsules everyday would help his skin (one a day of each to start with should be ok). If you can get them Vitamin E capsules would be perfect - my daughter has this with her excema and it's made a huge difference. Make sure you pierce the capsules at each end with a pin before you give them to the dog as they can sometimes pass straight through without dissolving.
Have you taken him to the vets to make sure its' nothing that needs anti-biotics or a scrape taken? It'd probably be best to get any skin conditions ruled out before you assume it's just dry skin.

Also - some dogs do shed skin if they're stressed at all, it could just be the new house and owners that's upsetting him but it's best to rule out any medical problems first.
Edited - I think I gave the impression that you should try all the capsules together, that isn't what i meant I was just giving alternatives to try separately :)
