Does a rare breed without CCs have to qualify for Crufts every year,even if they got a first at crufts ?

A first at Crufts will qualify for the next year, but only for the next year, so yes you have to qualify once a year. You can qualify from AVNSC classes as well as breed classes at other championship shows so lots of opportunities during the year.
