Why would a judge award 1st, 3rd and 4th in a group, but not award 2nd?

That sounds really strange. I Can't imagine why and I would think it would be against kc regulations after all if a cc is withheld then the reserve is automatically withheld too. Whic show and group?

I didn't think that was possible/allowed.  Initially I would assume a reporting error...   Let us know if you hear anything, these procedural curiosities are always interesting
