Sometimes though insurers will not pay out if they find out you are covered by a.n.other and I've seen it on Watchdog that when covered by two insurers neither will therefore pay. I went to America last year and paid for travel insurance and needed medical treatment for my daughter so made a claim (my first ever despite always having travel insurance) and when I placed a claim I had to send in proof of travelling on the said dates, proof of how I paid for the holiday, proof I didn't pay direct from a premium bank account and proof I hadn't paid for it by credit card and all because had I done, I would have been covered by the bank and then the holiday insurance company would not have paid up. I guess in the case of pet insurance they may not ask you if you are covered by someone else as well but if they do, you may find neither will then pay.
