I think that means the breeder will have to organise the microchipping before sellng the pup. Typical journalist speak. They are talking about making it illegal to sell a pup/dog that hasn't been microchipped as a way of enforcing it.

So there is Stooge, thank you. I didn't know as this is the only forum I go in and thought it pertinent to here as it will be the breeders responsibility to have their puppies microchipped before they go to their new homes.

I don't think it's brilliant news.  Won't be followed by the people who it's supposedly aimed at.  By the way my dogs are all microchipped, though I do not agree with doing pups too early.
