Is she getting the nipple right into her mouth? some pups don't get enough nipple and then they won't get the co-ordination right as well, making sure that all of the nipple and areola (just behind the nipple) is in her mouth will give her the best chance of getting some milk ;) If she's not getting it all you can try squeezing slightly behind the nipple to make it stand out bit and get her latched on that way. Placing the nipple at the corner of her mouth (or tickling the corner of her mouth) should trigger her rooting reflex so that she opens her mouth and takes the nipple fully. The back teats will be more productive than the others and will give her the best result so that she can get more milk.
Have they tried expressing a little milk so that the pup knows that there is milk there and gets more of the nipple ? Some pups are a little slow learning how to suckle, but get there in the end with a little help from the breeder ;)
If she's latching on properly,
Have they tried stroking under her chin and her throat in a rhythmic fashion? this may help her to get the idea. The action of suckling isn't just sucking, it's a little more like biting and pulling but with most of the nipple and surrounding area involved, it's more complicated to explain than to do ;)
Is she pulling on the teat? Some pups look as if they're pulling rather than suckling, but still get their fair share. Was she restless and noisy before they started bottle feeding?
