Really it is up to the buyer to inform you of the FDA / airline requirements, and also any state laws regarding the importation / shipping.  Then you can carry out the paperwork / vaccines / certification needed before export.  Flying a dog into the USA at certain times of the year are strictly regulated with an embargo in some states due to temperatures - extreme heat or cold.  The FDA are hinting at a 6 month minimum age for importation of puppies but as yet this is not law.  Some airlines have a minimum age of 14 weeks, and some as low as 8 weeks.

The buyers should pay for the carrier.

I have both imported and exported.

You need to decide if your going to let an agent do everything for you (you then put buyer in touch with them and they deal with all the export costs etc) and you only deal with the purchase of pup and any required vaccinations.

Airlines will vary, but the pup I sent out to the stud dog owner went at 11 weeks (a previous pup went in the cabin with the owners at 9 weeks)  after her full puppy vaccinations even though they were not required).

If they go under 12 weeks they do not require Rabies vaccination, and she went without as in USA they usually do them later.

If you decide to do it alone then you will need to contact the airline Cargo section at the outgoing Airport and they can tell you exactly what to do, you do have to pay yourself.

With the most recent pup we took her to Heathrow ourselves paid what was required an the owner paid us within minutes by Paypal.

Previous exports I have had handled by Overhill Kennels and Exports, but we had timed things to coincide with picking up a friends new pup being imported that day.

I hope that only applies to commercial imports, as surely it is best to get a puppy at the right age to it's new home, and has been the main stumbling block for us importing here with the six month waiting period.

Contact Ryslip Kennels near Ascot.
Liz Cartledge and her team will handle everything beautifully, all details, law requirements and any questions are dealt with. I only use them and am delighted with their service.

Yep a friend (sadly deceased) always used them for both imports Quarantine and exporting.

Winston went out at about 10 or 11 weeks, his new owners flew over and arranged for him to fly in the cabin with them, and they brought an approved airline carrier holdall type bag with them. I had to get his shots done as usual and some paperwork to get him registered for an export pedigree, and they had to sign a declaration to keep him on their property until he was old enough for rabies jab.
