Can someone that has never awarded CC's judge AVNSC and AV classes?

The simple answer is no...one may have say 2 borzoi, 2 RR & 2 salukis in av nsc hound open but unless they give CC's they cant...they could have however judged the same dogs in borzoi open, RR open & Saluki open!!!
I like many others, were in a situation where I had judged hound group, a couple of times at least but had to stop until I was passed & judged my CC appointment.
Maybe the person who is judging the classes have been passed by KC but not judged at the CC appointment yet?? Although I would have waited until I had actually judged personally, if this is the case.

This person isn't even close to awarding CC's.

You have to actually awarded CC's before judging AV, AVNSC groups ets at a open show, although in principle a great idea, however just becuase you award CC's in one breed, i dont think you should be able to judge any group !!
