Ive got a 12 week old lurcher pup who is only 3kg now so a tiny tiny collar was needed.  Pets at Home do an xtra xtra small which has a slider on it so you can make it fit perfectly and a clip fastening.  I would avoid kitten collars as they tend to have a breakaway fastening so are no good for those first onlead walks.

Having Papillons that need to start off as pups with collar size less than 6 inch it always amazes me that most petshops do not sell anything smaller than 14 inch -ridiculous, especially considering how popular small toydogs have become. (Maybe they are never walked......) I asked in Pets At Home once why they had nothing small, they said use cat collars -I gave them a piece of my mind on THAT.  I find there is a great range on Ebay of adjustable collars that will fit about 6 to 10 inch and therefore last a long time. (My adult Paps range in collar size from 8 to 10 inch.) Search for Chihuahua collars, that should find a few -then you just need to sort through the bling bling rubbish and find the practical ones.

I bought the smallest collar available when Hetty was a baby, then used a hairband wrapped round it to tuck all the extra into. Had the advantage that it now fits her as an adult! My other collar gripe is why are they made so thick now, my dogs don't pull all that much and they range in collar size from about 12 inch to 16 inch, and I hate it that all the collars in PAH are wide enough to hold back a lunging bulldog or something! :-)

Have a look at Collarways. Great service and they do plain collars and fancy patterns, with the smallest size being 6-9 inches. They even come with a replaced, even if chewed, guarantee.
