Firstly, you need to find a breeder who would be happy to export a dog to Uganda :-) Are you looking for a pet bitch or something to work ? Your best bet would probably be to contact the breed clubs for a breeder/puppy list if you are looking for a pet/breeding GSD. If you require one for work, then there are breeders who specialize in this type of dog and the exportation of them.
