unless the pavement is also intended for cyclists and will be marked or 'split' with a line), but around here most cyclists do stick to the pavements and happily cycle past the police station with no problems. If you are in more of a built-up area with cycle paths then you may well get in trouble (and obviously, sadly be subjected to verbal attacks from pedestrians :( ).
