What is the difference between a DVD-RW...and a DVD+RW...apart from the colour of the package (tesco brand)....they say the same things on the label..

Not a lot - my dvd recorder prefers DVD-RW for some reason (it says so in the manual) but for most things it really doesn't seem to matter.

DVD+RW is supposed to be better quality and the disks can be more expensive.

It's to do with the writing format. You need to check your DVD writer - different ones use different formats although most new drives are DVd +/-RW so can use either type. If your user guide specifies a type (DVD +RW or DVD -RW) then that is the one you need to use or your DVD writer will not recognise it. Think VHS and Beta if you are as old as me :-D
