You should find someone in your breed at shows who could help you.  Or do you work him?  Can his breeder help?

Looking at your previous posts, we've been here before. :(  Is this your bitch or someone elses?

If it is the right day your dog should be mating the bitch. It may be the case that it isn't the right day or depending on the age of the dog, he is not ready to be a dog to use at stud.

Has he ever been told off in the past for attempting to mount other dogs, of either sex?

It could just be that the primary urge just is not there - he does not know what to do because the instinct is missing - he just does not fancy bitches or may be nothing at all the urge to procreate has passed him by. It may be that one of his hormone producing glands are not working as they should and he does not have the balance of hormone needed to stimulate the urge to mate an in-season bitch.

Have you had him checked, is he fertile, does he have any health issues - did his first bitch snap at him, has any bitch snapped at him at any time, has he been punished or shouted at for mounting anything, even a cushion.

Think it may be best to stop trying to use this dog until he has had a vet investigate his inability, his total lack of natural urge. Nature sometimes knows best and there may be some good reason why he is not able to produce progeny and if he never has done so then he is not a stud and may never be - and it may be that it is for a very good reason.

Some dogs just aren't cut out to be stud dogs, as you have tried several times with no sucsess I would just retire him.

Totally agree with triona, some dogs just don't want to do it.  We had a boy (sadly no longer with us) who just didn't want to.  That's life!

There was a lovely champion in my breed some years ago, tried several times but would never mate a bitch.

It surprises people that this is so, people think being a dog means they are "up for it" whenever a bitch is ready, but I have known lots who have absolutley no inclination to do so, and have owned 2 of them!  My darling Yankee Junior, who I lost last year, lived with a houseful of bitches all his life and never even sniffed at an in season girl, sometimes they would flirt outrageously with him, but he never took any notice.  One of the Pugs, now aged 3, is just the same, pays absolutelyu no attention to any in season girl - with him I htink it may be to do with being very self centered:)

made me laugh gwen :)

reminds me of someones dog a friend of mine wanted to use, she tried 2 seasons with him and gave up she used a brother from litter before him in the end :) and to this day his not done the deed!!
