I'm the opposite, all mine wear collars at all times.
It's a risk assessment.For mine there is far more danger of them bolting onto the busy road (short hall, busy road with bus stop) than getting caught up by their collars.
They are either supervised or shut in the kitchen when I am out. They have deep ruffs into which the collars snuggle, and they don't tend to play at grabbing each other by the collar.
They also are not likely to get panicky if they put their foot through the chain when out, (the only time the collar is likely to slide up the neck is when they are very out of coat and mooching) sniffing while walking, they just stand there or bark for my attention to sort it out for them.
