My little Pug boy seems to be constantly itching. He doesn't have fleas and there is no red or broken skin (in fact skin looks normal)

I feed him TOTW Wild Prarie on a morning and Fish4Dogs Salmon Mousse for Tea with a redfish roll in between.

Any suggestions?

It could be his diet or it could be cleaning agents which you are using for the home.
My feeling would first be his diet - he probably needs it to be more varied and maybe you are feeding him too much fish!  I am not sure what TOTW is?

Taste of the Wild - its a high protein food, similar in content to Orijen and Acana

He has this on a morning and fish mousse on an evening

My boy is on laughingdog mixer and butchers tripe and it has worked wonders for him.

If you rub a finger up along his trace line ( from twist to nape of neck), can you see a scurffy line?

If so, your dog may have Cheyletiella...see here .....  http://en.wikipedia.org/wiki/Cheyletiella

A vet can skin scrape to diagnose.

Very common parasitic condition which is not eradicated by spot on treatments very effectively.

Spray-on Frontline followed by regular baths with a shampoo called SporalD are IMO the only way to control this pest once it has establishe itself in your home.

Wash all bedding at 60C to kill larvae.
