
When I was 12 on holiday in Poland at my Gran's I found two pups put in the public bins.
The flats had a bin store behind the flats and when I went to empty Gran's kitchen bin I could hear the puppies crying. they were big metal bins with lids, very much like our wheelie bins.
I tipped the bin up and found what I thought were two newborn whelps,b ut I now know they must have been about two weeks old.
I Took them to a neighbour who new whose bitch had had the pups and she tore them off a strip. I heard later they killed the pups later by burying them this time!!! Everyone thought that was a better way than drowning them, I was horrified.
In those days all the dogs were latchkey free to come and go as they liked, there were only about two cars owned on the housing estate, and well away from the main fast roads.
It still seems to be common practice to allow dogs to roam free in country areas and away from major roads
