I'm very confused as i've done a google search and its got me no closer to having idea..

Been out for a paddle session and one of the guys who works there had a very large Boxer, i mentioned this and he said " Oh yes its a Norweigan Boxer which means they are bigger and always have tails". He then walked off and i had to leave, but i would of thought, in my lowly wisdom that Boxer's should be pretty much the same the world over on breed standard?? Is this another line that a so called breeder has fed to this man or is there such a thing?

I know nothing about boxers but maybe the owner was referring to what the breeder had told about lines the dog cames from;  generally being larger and of course having tails as docking has not been allowed for quite a few years...
I would imagine for example a boxer coming from few generations of US bred dogs will have a different look to it compared to for example German bred boxer?
Fashion, what wins in the ring will have an effect on what people will thrive to breed in different countries...

I've had a good read of the FCI breed standard and the height of this dog would put it way over the standard as its about the same height as my Bernese, maybe even taller. The tail is dead straight with no curl to it.
I'm not sure whether this is a true Boxer or not. I agree that dogs will differ somewhat from country to country due to linage, but i'm starting to question if this is not a cross or just a poor example of the breed.

ETA:  Do they still dock on the continent as well?
