Perfectly normal mom/pup behaviour!  :-)

Agree, she will be rougher on the pushier ones, and encourage the less forward ones, and then remind them whose boss, take turns at catch me if you can etc.

Think this is a perfect example why pups should not be taken from the nest too soon, let the dam teach the pups self control and the proper way to play.

And why bitches shouldn't be separated from their litter.

Agree JG, I am convinced that early removal of a pup from the dam or the siblings is the cause of many a complaint about unreasonable puppy behaviour, let the bitch do the early teaching of bite control and socially acceptable body language.

hi thank you  for your replys l see what you are say about bitch and pup but why does she only do it with the boys  and they dont seem to be doing anything wrong when she paws them and then she runs away from the pup when he turns to fight /play back

It is just like we tell people to leave the area if a dog oversteps the mark. As to why it is the boys they are probably not as good at learning and still need to be reminded. She will know best so leave her to it.

Boys tend to be more 'aggressive' or 'competitive' or 'assertive' or simply need 'telling' more often to learn what's required for whatever reason.  Whatever the sex, the mother needs to teach them manners in whatever is the most appropriate way for each individual pup.  Also, after a firm 'push away', the bitch running away playfully could be a way of her showing the pups she still loves them ie that was too much but you can still play on MY terms.
