Same as Jolene.  I have put my heatpad under the vetbed for many years.  Works for me!  :-)

I have the washable fluffy covers for my head pad , and I just lay it on top of the vet bedding.
I also have the microwave discs which I put under the vet bed in another corner.

Snuggle pads are great too. £20.00 from pets at home and will come with a cover

I bought a well known make of metal heat pad without it's cover and put it under the vetbed as others have stated.

Just to check it I put my hand on the metal pad after an hour and it was scalding!
I phoned the manufacturer who informed me that I should be using a specially made fleece cover with the pad on top of the vetbed as ........
"Keeping the pad under the vetbed causes the temperature to build up to dangerous levels" (just as I experienced).

Keeping it under is fine until a puppy accidently gets under the vetbed for what ever reason - so I now have two fleece covers and use it on top of the vetbed. If in doubt phone the manufacturer - the number is usually on the product.
Better safe than sorry.

I use hot water bottles with fleecy or furry covers and put them on top of vet bedding.

I did use them snuggles that you put in the microwave with my last litter and found them very good.
