A lady my mum works me has a welsh collie who she adores but due to a change in circumstances feels that she can't give enough exercise to now. This she doesn't feel is fair to the dog and is looking for a home that can give her this.

She has asked me if i know of anywhere and i was wondering if there was a rescue site specifically for Welsh collies? Would this be the right way to go?

Although I'm no expert on these things I would have thought a Border Collie Rescue would be a good starting point.  Although not exactly the same breed, they are very similar in most ways.  To be honest, I wouldn't really know the difference unless it was pointed out to me.  (I have a relative who has both breeds).
