Yes as long as there are three dogs of the breed present then a JW point can be had for BOB if there was not one from the classes.

Sorry, hit reply too soon. You can claim if you win a class and there are three dogs present in the class, or you can claim 1 point if there are three classes with only one present in each class and you take BOB. Of course, if you win all three classes at an open show and there are three or more exhibits present in each class you get three points (one for each class win but none for BOB)
