Well you know I've been going through the same thing as you & what we've discussed. Perseverence is the key. Time & patience. Like you, obedience was coming along really well but the classes were being detrimental to my lad so I stopped for a while. In fact I started training him in a field rather than a village hall with two other dogs, not loads of bouncy noisey ones.
The park is a great start, think I told you how I went to the local market, legs everywhere etc. Probably a bit much for your girl at this point. Go back a step, ask people not to approach her or you (maybe, have a book & don't engage with other people then they'll walk on by). Personally I wouldn't talk to the dog when people approach - saying "good girl" when someone walks by is telling her that perhaps there's a problem. If you ignore her you're letting her know that this is normal, no worries etc. When you get to the point of her allowing people to touch her then you could have a command. I will pm you something that helped me.
Also, just remember how far you have come. Remember how she was with traffic to start with etc. Don't take your achievements lightly, you're doing great.
