My friend is up with her dogs breder helping out and i had an email yesterday from her, and in it she said that her breeder told her that they are going to be changing the licence from that u need it if u breed 4+ litters a year to u need it if u breed 2+ litters a year (apperantly her breeder wasnt very happy about it).

I've not seen anything about this online, has anyone else hurd about it? Is it even true or has she got it wrong?

(im not planning to breed or anything just coruious)

This can vary from council to council. DEFRA's rules are license needed if more than 4 litters per year bred, but individual councils can add their own rules, so always best to check with both DEFRA and your council to play safe.
