Even if you are private but use a commercial vehicle, as we do, you have to get a permit and my local council only allow one a month, which is not a lot if you are doing a renovation for instance. Some people are just not prepared to be responsible and pay up.

but they are placed in a National Park so they are pretty hot on all things environmental. We get three permits at a time but cannot apply for another within three months.
