> IMO it would still depend on the rules for the country involved (or countries if dog being moved around). Some countries may require 3 yr booster be done early whereas elsewhere they may be satisfied if the titre tests showed good level of immunity. Personally I'd also want to be assured by a veterinary professional that the dog's best interests were being served in whatever situation.
