can anyone tell me where to get a waterproof dog coat with gap/hole at shoulder for harness rings to come through? (in other words a coat that goes over a harness) i have been searching web but to no avail!

The problem with having a hole in a waterproof dog coat is that the hole will let the rain in ;-)

Could you maybe put the harness on over the coat?  I do this with my dogs - both my dobes wear coats and both have harnesses (one halti, one mekuti).  Tiny bit of adjustment and the harnesses can go over the top.
