I think berriewood wholesale is pretty good for bulk orders. pretty cheap anyway and the more you buy the cheaper the bags are.

Most major brands offer a breeder's scheme if you meet their criteria on numbers and age brackets.  If you have a preferred brand it may be better to contact them direct and ask what discounts are available.
