Do you mean that the coat can be corded as well? It's still the same coat, the cording has to be done manually.

If you mean do poodles have a double coat then the answer is no.

I think the texture can vary - my friend has 2 poodles and one is much easier to scissor correctly than the other. Sometimes they are quite soft and cotton-y and it's hard to get the fur to stand out nicely for the right shape. :-)

Coat textures can vary a bit, quite often the different colours have different coat textures but they are all the same non moulting coat just some are harsher than others.
