how do you clip a shitzu by this i mean what bladevand what do you do with the legs and head do you flick of lick a westie?

I wouldn't clip a shih tzu at all. If it was very old or belonged to an infirm owner, then I would scissor it into a puppy trim, 2" all over so that it looked balanced.

What do you do to a Westie?

They shouldn't be clipped at all and the pet ones that are look awful! I have a friend with 6 of them all with full length coats and they look wonderful. Why buy a breed that is supposed to be coated only to clip it off?
at college the tutor said we have to flick off with our clippers when we get the skirt and at the top of the back legs on a westie
it was meant to say flick of like not lick!!!

What college are you training at?
plumpton college, we do handstripping there to which i really enjoy doing, we are told to do what the owner wants.

we are told to do what the owner wantsMistake No1 if you want to make a good living from grooming. :) Maybe your tutor isn't making a good living if they are working for college pay? Or maybe they're trying to put something back into the profession.
Goodness, I've just looked it up. They're charging you a hell of a lot for that sort of training.

Groom through, tidy feet, trim skirt just off the ground, under ears and under tail, band up fringe. Descale/clean teeth, clip nails.
As I said, if the dog is old or the owner infirm and unable to groom on a daily basis, then I'd scissor 2" all over, so that it looked like a 6 month old Shih Tzu and still be recognisable for its breed. :D
Owners will travel miles to get their dog trimmed to the breed standard and pay good money for it too. :)
