First things first - he needs to be checked by a vet to ensure he doens't have a urinary infection. Secondly, cleaning up should take 3 steps - 1) soak up all excess liquid and remove any solid waste. 2) Washt eh area thourghly with a biological washing powder solution. 3) When the area is dry, spray with white or surgical spirit. If you follow this procedure it should remove any scent traces which are encouraging him to make in the same spot.
It may also be brought on by a bitch in season in the area (and it doesn't have to be the immediate area).
